About ECF

Ecological Consulting of Florida (ECF) was recently formed at the beginning of 2006 with the mission to provide high quality biological and natural resource consulting with an emphasis on wetland delineations and threatened and endangered species studies.  Through a commitment to quality and customer service, ECF provides a balance between growth/development and the protection of natural resources.

ECF is owned and operated by D. Chris Sopotnick who has over fourteen years of experience in the environmental field. He is experienced in field investigations, agency coordination, environmental documentation, and permitting activities.  Mr. Sopotnick has knowledge of ecological systems and functions as related to wetland design and permitting. Additionally, he has extensive experience in permitting at the local, state, and federal levels and has secured permits through agencies such as, USACOE, US Coast Guard, USFWS, USEPA, FDEP, FDOT, WMD’s,  local governments, and private utilities.

Mr. Sopotnick’s experience is primarily associated with land development, transportation, stormwater and public utility projects. His large-scale project management background includes corridor evaluations, power generating facility sightings, directional drilling projects, water conservation planning, water use permitting, and master planned development approvals.

ECF provides professional consulting services, built on Mr. Sopotnick’s years of experience working with both private and public sector clients. He has established relationships with state and federal agencies involved with natural resource determinations.  This familiarity with state and federal regulations, extensive regional experience, combined with a strong commitment to customer service has produced many successful projects. 

The ECF philosophy and technical approach stress experience, technical competence, communication, and, above all, responsiveness to the needs of the client.  We strive to identify potentially complex issues and provide guidance and resolution in a timely manner. With Mr. Sopotnick’s experience and relationships with regulatory staff many projects have been successfully permitted throughout the state.
